It's Garbage Day.
33.3 degrees at 7:00 a.m. 
and although there's some white stuff on the ground
the sun is shining!

The TWCNY Weather Forecast:

"Blustery and Chilly with Spotty showers/wet snow showers, Mainly Dry, but Cool This Weekend.
On and off showers and wet snow showers will stay in the forecast for both today and Friday. High temperatures remain unseasonably chilly. Temperatures will only manage to top out in the 40s.
It looks like minor improvements will take place this weekend with drier weather and highs in the low 50s. Showers return to the forecast early next week with highs remaining in the 50s Monday and Tuesday.
Temperatures should return back to more seasonable levels by midweek with highs just above 60. "

Over the weekend we had an all-too-brief burst of real Springtime
and traditional "celebrations" took place:
 Men either went biking or burned off barbecue grills while the ladies got down to the nitty-gritty of gardening.


 Virginia Sparks and friends cleaned out the flowerbed in front of the Schoolhouse Apartments ....


while others raked and weeded, getting hands and knees muddy for the first time this year .....


...................   and Waterville Times editor Patty Louise celebrated with a tour around town on her new touring bike before she, too, tackled yardwork.

Daffodils bloom .....


..................  patches of bright blue Scilla  make "ponds," here and there ............


............  and in the woods there are more and more Hepaticas every day !


One of the best sights of early Springtime, the Hellebore or 
"Lenten Rose" is blooming in Root Glen.

Daniel Barden Mudfest

MUD & FUN ALL DAY SATURDAY!

The third annual Daniel Barden Highland Mudfest will take place on Saturday April 25th 2015 at MKJ Farms in Deansboro, NY. The event features: a 5K mud run, a 1/2 mile kids adventure run, and an elite 5 mile mud run.
Come be a part of the adventure and climb over the hills of Deansboro, located approximately 15 miles south of Utica. There is an adventure for everyone.  Come share the experience with us!
The Daniel Barden Highland Mudfest is organized and run entirely by volunteers.  Proceeds benefit charities including the Sandy Hook Promise.

Open to the Public.

The Waterville Fire Department 
will be hosting a CPR class on April 27th.

If you are not affiliated with an emergency agency there will be a fee of $35.  Registration will begin at 6:30 pm class starts at 7:00.

FOR THE RECORD

Public Hearing that was adjourned on April 20 and immediately rescheduled for May 4, has now been moved ahead to Monday, May 11. 


This additional delay has been necessary in order to comply with New York Village Law 7-706 found on page 99 of the "Guide to Planning & Zoning Laws of New York State (2011)" which reads: 

"At least ten days notice of the time and place of such hearing shall be published in a paper of general circulation in such village."

The next issue of The Waterville Times, the designated "official newspaper" for the Village of Waterville, will not reach readers until April 29 - allowing less than the ten days required between publication and the proposed May 4th date. 
Setting the Public Hearing date as May 11 more than satisfies that criterion.

Putnam St. Zoning Change Hearing update.


According to the "Guide to Planning and Zoning Laws of New York" (2011) a change in Zoning is affected when the Board of Trustees of a Village, following a Public Hearing, votes to adopt a new Village Law.

I was not at the hearing, last evening, but I have received either E-mails or telephone calls from enough people to tell you what transpired.

At last night's Public Hearing one of the fifty or sixty people in attendance asked to see or hear the proposed new Village Law.  As it turned out, the Law was not available, the Trustees had not read the Law, and - in fact - such a Law had not yet been written.

Village Attorney William Getman then suspended the Hearing and the Village Board set May 4th as the date for a new "Public Hearing."

Saturday morning's Village Clean-up!
The weather was perfect! There were 37 volunteers and at the end of two-and-a-half hours the dumpster behind the firehouse was overflowing with bags of trash they had collected.  (A gutter, shopping cart and gas tank lay on the ground!)
Under the direction of Rotarian Deb Conway,  teams of Rotarians worked Sanger Avenue and Route 315, 5 members of Cub Scout "Wolf Pack" and their leaders cleaned up the parks,  older Boy Scouts climbed down behind Stewart's and de-trashed the banking and creek bed, and other volunteers were seen on Stafford Avenue.


Scouts waiting on the Main Street Bridge to help haul trashbags up from the other fellows working in the creek bed.
Interesting note.  Not EVERYTHING found was trash!
One gentleman found a Fifty-dollar Bill
and Mr. Mark Mowery picked up a "very nice" hunting knife!

We finish the weekend with pleasant conditions. Sunny skies and warm temperatures will make for a great Sunday. We have highs climbing into the 60s with light winds.
Tonight clouds increase as our next system moves in. Showers develop tonight along with increase winds and overnight lows in the 40s.
Looking ahead to Monday and beyond, we have showers and clouds to look forward to. It will be an unsettled week with system after system working through the area. Rain jackets should be ready, it will be needed for the showers ahead right into late week."

FYI - Of Local Interest.


Because there will be a Public Hearing next Monday evening at 7:00 p.m. at Municipal Hall in re: the REZONING of the property at 381 Putnam Street from Industrial to Planned Residential with possible subsequent construction of three apartment buildings proposed by presumed purchaser Mr. David Sullivan, I visited him at his office at KDHomes, yesterday, where he invited me to take a picture of the proposed layout of the structures and parking areas before he delivered the plan to Municipal Hall.

There has been a great deal of discussion about shape, size and arrangement of the proposed buildings.  I hope that these pictures will answer some questions.

Wednesday Morning FYI



The fire was at the farm owned by Peter and Donna Green, on Green Road.  Pete was not at home when the fire was discovered, but thanks to a State Trooper who was nearby and the driver of a milk truck they helped Donna get the cattle out of the barn.  Only one cow was lost.  Photographer Brian Staring was on the scene early in the day and then, again, later on when other farmers showed up with trucks and trailers to take the rest of the cows to two local farms where they will be housed for the time being.


Brian wrote on his Facebook page, "Farmers are like one big family when help is seriously needed."

Here's the Weather forecast for the rest of the week from TWCNY:

"Bright and Pleasant! Quiet Through Thursday.
With high pressure in control we have a great mid week forecast on tap. We'll manage to get in on plenty of sun and temperatures will be seasonable with highs in the upper 50s/near 60 degrees.
Dry weather will hang on for Thursday with sun and a few PM clouds. Overall, it's shaping up to be another nice one and a bit warmer with highs in the upper 60s. A weak disturbance is expected to work in by Friday which will return a couple of showers to the forecast but temperatures look to stay on the mild side (highs in the mid 60s).
With a cold front swinging through this weekend, we should see temperatures drop from the mid 60s on Saturday to the upper 50s Sunday."
